WHAT CAN KENYA’s GOVERMENT, ANTI-DOPING AGENCY OF KENYA, NATIONAL FEDERATIONS AS “ATHLETICS KENYA” AND ATHLETES THEM SELF LEARN FROM RUSSIA’S MISTAKES?
Kenya’s Olympic Committee can be told that Kenya isn’t ready to handle their doping problems yet of IOC, tomorrow. IOC will therefor not allow Kenyan Athletes to compeed in Rio Olympic since Anti Doping Agency of Kenya ( ADAK) hasn’t their routines on track yet. IOC will in such matter not be sure about how clean the Kenyan Athletes are, since there isn’ t enough testing in Kenya to be sure. But World Anti-Doping Agency ( WADA) has allready approved Kenya’s anti-doping laws. And that’s good start for Kenya. IAAF is not going to recomend anything in this case before IOC deside what they are to do.
As Rune Andersen, the chairman of the investigations of doping in Russian Athletics, said that RUSADA ( the Russian Anti-Doping Agency) is 18 – 24 mnd away from getting their organisation on track again. How many months are ADAK away from getting everything on track?
Probably we will get an answer on Tuesday 21th this week from IOC if Kenya is allowed to take part in Rio Olympics in August? IOC can come to adopt measures of conditional suspension of Kenya, Mexico and Spain, as these nations have declared not to meet the international requirements for antipdoping measures.
THIS IS WHAT KENYA CAN LEARN FROM THE INVESTIGATIONS OF RUSSIA:

-National Federation rules has to permit appeals or recognizing the Kenyan Court of Arbitration.

-High frequency of whereabouts updates in ADAMS.
-The information of whereabouts has to be with sufficient address.
-Military cities/areas or other closed places can not be used as location of whereabouts, because the testpersonal will not be alowed to enter.
-In ADAMS no filling failures or missed tests !
-Has to be responsive in providing information if Anti-Doping Agency or National Federation are calling for this.
-Running away from notification area/mixed zone after competing and prior the doping controllers chaperone has attempting notification for doping test.

ANTI DOPING AGENCY OF KENYA (ADAK):
-ADAK has to inform WADA if a case by National Appeal Board is reversing the ban.
-ADAK has to make a dessision in each case as fast as possible.
-ADAK must not delay payment to service providers. This can have a adverse effect on the willingness to conduct testing.
-ADAK has to put in place an Athlete Management Passport Unit (APMU) contract.
